Vintage Elgin Elapsed Time Aircraft Cluck, U-Fix, or Parts

Vintage Elgin Mechanical Elapsed Time Aircraft Parts Clock.
Most of the clocks like this that I have had have been military, but this does not seem to have any military markings so maybe this is a civilian version. This is 2 3/8" square and 1 1/2" deep. The dial markings are Elgin, MS28020L1. The dial and case are excellent. I looked inside, and the balance is okay, but this is missing all of the winding and setting parts except for the stem, and is missing a few screws. Seems to me like the Elapsed Time models had an extra hand, maybe that is missing, or maybe my memory is off. Sold as is for parts or repair.
